Local Government Unit-Government Application System(LGU-GAS)

The SPIDC-MCC LGU-GAS has a total of fifteen (15) modules targeting specific tasks and functions of everyday activities of an LGU and they are as follows:

The SPIDC-MCC LGU Government Application System (SPIDC AND MCC LGU-GAS) was developed with the Republic Act (RA) 7160: The New Local Government Code of the Philippines as its main guideline. It focuses on using Information and Communications Technology (ICT) as a tool in providing Local Government Units (LGU’s) timely and on-demand information in making decisions. With the integration of ICT, every LGU would have the capability to have “online” information making it possible to exercise its powers expressly, efficiently and implement effective governance, which is essential to the promotion of general welfare of its constituents.

By using the SPIDC-MCC LGU-GAS, every LGU will be equipped with an effective tool to keep track of their day-to-day operations in order to gain a positive impact on increasing their revenue collections without increasing the tax burden on the taxpayers, enhancing their fund management capabilities, and solidifying their resource management functions.

With this concept in mind, LGU’s can now have effective delivery of public services, proper monitoring of income and expenditures, fast and efficient retrieval of information, timely and on-demand reports for decision-makers’ use.  With the power of these computerized systems, maintenance, processing and analysis of data for decision-making shall now be more timely and convenient. LGU’s can now make important decisions as they are needed.

This major breakthrough in automation enables an LGU to have an on-line monitoring activity of each department or office within the LGU since all departments or offices are connected together via local area network (LAN) or wide area network (WAN) depending on the size, demographics, and geographical features of an LGU. Since the integrity of information within the computerized systems is very well protected, a productive, efficient, and accurate processing of information; and, the promotion of red tape free operation and transparency within the LGU is now very much possible.

The SPIDC-MCC LGU-GAS is a tested, readily developed, fully integrated, and working government application system exclusively made available to address the computerization requirements of different LGU’s nationwide. Since this government application system is being considered as an off-the-shelf package, its installation, full implementation, and commissioning can be done within six (6) months or even less. SPIDC-MCC does not intend to develop the program or make a study of an LGU client before it can implement. Minor customizations will be the only additional work that has to be done.

  4. Tax Mapping and Zoning Information System-GIS (TMZIS-GIS);
  5. Government Appropriations and Accounting Management System (GAAMS);
  6. Budget Management and Monitoring System (BMMS);
  7. Procurement Monitoring & Supplies Management/Inventory System (PMSMIS);
  8. Personnel Management Information and Payroll System (PMIPS);
  9. Executive Information System (EIS);
  10. Market Stalls Assessment and Rental Management System (MSARMS);
  11. Tricycle Regulatory and Assessment Billing System (TRABS);


Police Clearance and Crime Permit, and the Treasury system. These three (3) modules can be fully operational in less than three (3) months!

  1. SPIDC, together with its partners, MCC offers an end-to-end ICT solution for different LGU’s nationwide. As one solid team Information System (PCCIS);
  1. Barangay Residence Registry System (BRRS);
  2. Engineering Electronic Assessment/Billing System (EEABS); and,
  3. Legislative Management Information System (LMIS).

All fifteen (15) modules mentioned above can be implemented independently or integrated by phases so as to provide meaningful “on-line” ICT solution. For example, normally the first three (3) modules that are being implemented by most LGU’s are the Real Property Tax, Business
